unable to use Send To Mail Recipient or from any other program to Outlook 2010

Myself and several other users are not able to use the Send To Mail Recipient or access Outlook 2010 from other applications such as IE, MS Office, and our Help Desk Management software.  When right clicking any files and select Send To Mail Recipient, Outlook supposes to open with a new message with the file in the attchment, but nothing happen; no windows, no warning, no error, nothing.  Now, I found out that if I close Outlook, then do the Send To Mail Recipient, then Outlook's Compose new message pop up (like it supposes to), the compose messages stay in the "Outbox" folder, until I open Outlook again, then they sending.  When testing with Outlook Express, there is no problem, but when switching back to regular Outlook, I cannot use to Send To Mail Recipient or access Outlook from other application.

I believe the problem has something to do with the MAPI files.  I have tried several different suggestions found on the Web, including: checking programs access & default settings, check IE's default e-mail program, re-register "sendmail.dll",  run fixmapi.exe (which there's no notification, I can't tell if it is running or not) re-assign Outlook file the file types from the folder (2 or 3 different file types, but I forgot what they are), uninstalled Office 10 - delete the installation folder from programs file folder - re-install office 10.  re-created the user's profile. 

I am out of idea, please help!
