Outlook 2010 - Free/Busy not being applied via GPO and the Office 2010 Administrative Template

I have applied the Outlook 2010 Administrative Template in our Server 2008 GPO environment.  I want to update the default 2 month publish value to 4 months; I have updated the following policy: User Configuration\Policies\Administrative Templates\Microsoft Outlook 2010\Outlook Options\Preferences\Calendar Options\Free/Busy Options\Options... I have enabled and modified the published value from 2 to 4 months, I then replicate the policy and test on my machines.

1. I review the Outlook settings and the policy has taken and the fields now show 4 and are greyed out.  Everything appears to be great the policy pushed down and the changes applied within Outlook.  I have given the appropriate wait period to verify the free/busy updated but I still receive only 2 months of published entries.

2. I have determined that the GPO policy is successfully being applied to the systems in the following registry path: HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\14.0\outlook\preferences\fbpublishrange.  The issue is that the system doesn't use the policy specific settings but rather the HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Outlook\Preferences\FBPublishRange specific settings that were in place prior to the policy applying.Question:  What can I do to correct the GPO so that when the policy successfully applies to Outlook it also changes the corresponding registry key?  Have I done something incorrectly or is there an update to Outlook?  I am using the Office 2010 version 2 .ADMX and .ADML templates.

Question:  Shouldn't the system look to the policies location to determine settings before continuing on to the user specific settings?  What is the best course to correct this behavior.

Any assistance would be greatly appreciated, thank you in advance.
