Delay mail rule being bypassed by MAPI messages

I have seen various articles about mail delay rules but none that match our scenario. So I'm after some advice please...

I will try to add detail whether deemed relevant or not - better to have too much than not enough.

We have configured a mail rule to delay sending of all messages by 5 minutes within the Outlook 2010 client.  This rule works everytime when the email is created in the client. However; we have a third party app that sends via MAPI and we wish to modify the message before it goes out. We see it hit the Outbox but immediately sends everytime.  We have tried disabling the automated send / receive as well with the same result. So any ideas welcomed please?

Our setup - Outlook 2010 running on a 2008 R2 SP1 server published via Citrix (XA6.5). The user is running a published desktop, all systems are running on the same server / session.  We are not using caching on the Outlook profile.  The Outlook sesssion appears to be handling the mail as it does appear momentarilly in the outbox for that user.  We have the same problem with multiple users in this environment - we have not found one that works correctly yet.

Although, via an XP box this same rule works fine with MAPI and we can't see why on the 2008 R2 session it's just sending without the delay.
