How to Change Default Country for New Contacts

I am using Win 7.  I have set the regional settings to English(Canada) and my Phone Modem settings to Canada, however, whenever I create a new contact it automatically puts United States of America in the country field.  How can I change this so Canada is the default country for contacts.
