Outlook 2010 Won't Download Entire Exchange User Mailbox

I have a user who's Outlook 2010 will not cache their entire Exchange Server 2010 mailbox.  I tried deleting the Outlook profile, and creating a new one, but that did not help.  It acts like it is downloading and nearly completes.  However, as soon as you close Outlook, and reopen it again, it says it still has 3.99 GB to go for the Inbox.  You can repeat this cycle over and over, with it always saying 3.99 GB.  It seems to get stuck at that point.  I can't get it to download emails prior to 2010, but I can view those emails on other computers and through OWA.

Any help would be appreciated.
