Outlook 2010 Voting and Vote Tracking

Working with Outlook 2010 / Exchange 2010.  When a user sends out an email with a vote, when another user responds to the vote, if they choose to send the email without editing the response then the vote response shows up as a new email with the vote response email as an attachment and doesn't get counted towards the vote count unless the attached email file is dropped into the inbox.

If a user responds to the vote and chooses to edit the response, the email gets sent correctly and is counted towards the vote as expected.

Is there some feature that is causing the vote response to be sent as an attachment rather than just a standard email?  I have tried running Outlook in safe mode without add-ins to verify this is not a third party add-in causing this behavior.  I have tried with custom vote responses and with the standard ones that come with Outlook 2010 and it has the same issue either way.

Any help will be much appreciated as this is a very frustrating issue.
