How to disable meeting response action "Do not Respond"

We have deployed Outlook 2010 in our environment.  I believe that they are using Exchange 2010 as well.   We have an issue that is causing a lot of confusion and costing a lot of $$ due to lost productivity.    When someone Accepts, Declines, or selects Tentative for a meeting request they are given the option to select "Do Not Send a Response".    We would like to disable that at an Enterprise level.

I have looked through the OutlookMeetingResponseReadItemControls list to see if there was a Policy ID # that could be identified for creating a GPO.   However, the only thing that I could find is "RespondActionsMenu".   I am afraid that this will just toggle off the entire menu rather than the one option.

Does anyone know if there is a way to disable this option via GPO, custom Ribbon interface push out (40k clients), or custom Outlook Add-in?  My searches thus far have not provided this info.
