Serious Junk Email problem

I have a webform on a site which sends me inquiries to a particular email address.  First of all I have a rule to send me an alert whenever and email comes to that address.  Second, in set up Junk Email option to "No Automatic Filtering".  There are no blocked senders set up.  With that, the emails to the address go into the Junk EMail folder.  I tried placing the address on the Safe Recipient list, which didn't help. 

This caused me a lot of frustration earlier this morning when I was trying to figure out why I wasn't receiving the email from the webform.  I discovered later that they were being moved to the Junk folder.  I need to get this resolved.  Is this a bug?  Thank you.
