Outlook 2010 Publish Custom Forms to Organizational Forms Library

Hi,

I went to try to edit/publish a custom Outlook form in the Organizational Forms Library which is on our Exchange 2003 server and I can't seem to find an option to edit or publish the form within Outlook 2010 like it had under Outlook 2007.  I can open forms which are stored within that location.

Am I missing something or is this feature no longer a part of Outlook 2010?
