Outlook doesn't receive timely but waits until you log off or log on to fetch mail

I have several users that have noticed that their outlook 2010 won't bring mail timely when sent but stores it somewhere in the cloud and delivers it at odd times or only when logging in or logging out.
I have looked at option settings for mail and can't seem to fine the right setting or does anyone have a clue what is going on?
