Rule in outlook 2010 is not auto running

Hello all

We are running Outlook 2010 and Exchange 2010

I have a user that has only created one rule.  The purpose of the rule is to move anything with a +1 in the subject line to a folder called text messages.  The rule works fine if it is ran manually, however the rule does not run automatically even though it is set to do so.  I have read the posts at

But have been unable to resolve the issue.  Could anyone possibly offer any insight?
