A handful of users in Outlook 2007 are having an issue downloading the offline address book. Some of the users have SP2 and some don't. When performing a bitsadmin /list command we can see the following:

We are able to get rid of both errors if the OAB download is cancelled or if we run the bitsadmin /reset command.
So far we have ruled out the server side by the recreation of the OAB and checking the permission levels. Since most of our environment has no problem and only a handful of users are having the issue we no longer are seeing it as a server side issue.
As a side not we have been able to fix some users by cancelling the jobs in bitsadmin while others are still not working after clearing those stuck jobs.
