How to set default Outlook inbox rule?

Hi,

how can i set up a default outlook inbox rule? During laptop issue to users, if user is from particular department, then i must include a outlook rule(client side) for him. Is there a better way than creating the rule manually? Outlook rules can be exported. Is there a better way than asking my issuer to import the file?


i am using outlook/exchange 2010. winxp
