Brand New Outlook 2010 install and "The operation failed. The messaging interfaces have returned an unknown error. If the problem persists, restart Outlook. Cannot resolve recipient."

I just did a clean install of Office 2010 Professional on a Windows 7 Pro 64bit laptop.  I started outlook  and created a profile in the startup wizard.  Added one POP3 account, and the TEST ACCOUNT SETTINGS was completed successfully.  The test message was sent and received without error.

I simply created a new email and type an address in the pure form, user@domain.com, in the TO: field.
There are no contacts, but I get "cannot resolve recipient."  This also happens when Outlook is in OFFLINE mode.

  • created one contact, used the address book. no change.
  • I went to a web mail account and sent myself an email.  I cannot reply to that email.
  • I go into the account settings dialog and delete the email account then add a new one. I still get the same error.
  • I created a new outlook profile.  No change.
  • I deleted the PST file and profiles. Restarted outlook. Complete setup wizard. No Change.
  • Went to <Control Panel><Programs and Features> clicked on Microsoft Office 2010, then chose REPAIR.  Restarted outlook. No Change.
  • Reinstalled Windows and Office.  No Change.

I now have a total of five systems that are displaying the same behavior; however, this one has me baffled.  Three of the other systems were installed from the same Windows 7 Pro 32-bit image, along with Office 2010.  The fourth is an XP Pro sp3 install with Outlook 2007.  I can usually get these systems to correct themselves by deleting the email accounts and adding them back, or creating a new outlook profile, but not this time.

I have not a clue on how to fix this one.
