Outlook 2007 Freezes when opening messages

I'm having issues with Outlook 2007 on a Vista Business (x86) System. Outlook is accessing an Exchange account from an SBS 2011 (Exchange 2010) server located on the local LAN. Office 2007 is at SP3, and has all Microsoft Updates applied.

The issue is that when Outlook firsts opes a message (or displays it in the reading pane), Outlook will go into a "not responding" state for about a minute and a half, and then displays normally, and seem to work normally from then on.

Outlook is in cached mode, I tried disabling cached mode, but it didn't make a difference.

I tried starting Outlook in the /cleanprofile and /cleanviews mode, but it didn't make a difference.

I tried starting Outlook in Safe Mode. It runs fine, so I went into the trust center and unchecked all COM Addins and Exchange client side extensions, but that didn't make a difference.

I ran an Office 2007 repair, but no change.

I created a new Outlook Profile, but the issue persisted.

I ran the ScanOST tool, issue persisted.

User's exchange mailbox is less than 100 MB, not very big at all.

Any help or suggestions are greatly appreciated!
