Calendars published to Office Online won't update

We are running Windows SBS 2011 (including Exchange 2011) and I want to share a calendar with some people outside of our organization. We used the publish to Internet option and published it to Office Online.  The client is Outlook 2007.

The initial setup works fine, I can open a copy of Outlook that is not on the domain (so a PC outside the organization) and add the published calendar.  The problem is that the information on the calendar never updates.   I can see the appointments that were on the calendar at the time I added the calendar to Outlook, but if any appointments were added past that, they do not appear.   The only was I can get them to appear is to remove the calendar from Outlook and then use the link:

webcal://calendars.office.microsoft.com/pubcalstorage/xxxxxxxxxx/OC_Calendar_Calendar.ics  to put it back.

Then the new appointments appear but it never updates again.  Is this by design or is there a way to fix this?
