Outlook 2010 is not on the list of default programs

Window 7 Ultimate 64 bit   and Outlook 2010

I am plauged with the famous  Microsoft Office Outlook error box that says 

Either there is no default mail client..please run Micorosft Outlook and set it as the default mail Client

I have used the set my Default Programs   and many other recommended "fixes"  and still getthat error when using a 3rdparty program to initiate an email....the lastthing I di was run a FIX IT  routine that was offered up at Microsoft .com

Then as recommened ran the Offile repair                      

Now I getthe message even when launching Outlook......so the FIX IT seems to have made it worse ....

so now when  I go to set default programs  OutLook is not even  on the list of programs  to select from
