AutoComplete Cache Clears/Deletes Upon Exiting Outlook

We recently migrated to Office 365, and in the process we had to recreate mail profiles on a few of our workstations. One of our users, who happens to be a manager, right away noticed that all their AutoComplete address values were missing. 

Following http://www.slipstick.com/outlook/suggested-contacts-and-auto-complete-lists/ , I attempted to repopulate the AutoComplete list by opening a new message, clicking To, selecting all of the names in the Suggested Contacts folder and add them to the message. All contacts then appear correctly on the AutoComplete list, but the moment I close Outlook all AutoComplete values disappear. 

I then attempted to launch Outlook with the "CleanAutoCompleteCache" switch and reattempting the steps above, but all items still disappear upon closing Outlook. Even when I attempt to generate a new Stream_AutoComplete*.dat file, it fails to save AutoComplete values into the new .dat file.

When I attempted to use NK2Edit to copy items from the user's previous Stream_AutoComplete*.dat file into her new .dat file, I could see that new .dat file was 700KB in size (compared to 1-4KB), but when the user launched Outlook and then closed it, the Stream_AutoComplete file emptied. 

The affected user is running Windows 7 Professional (x64), Outlook 2010 (x86), and is using Non-Cached/Online Exchange mode. 

Is there something I'm missing?
